Charlotte’s city budget: A primer

City staffer Kim Eagle walked the Forum through Manager Ron Carlee’s budget proposal on Tuesday. Three City Council members chimed in along the way.

The message seemed to be: Shared pain in a year when revenue expectations are down and some costs are rising.

Loading garbage collection expenses onto the property tax and cancelling the current fee, as Carlee proposed, would lower many homeowners’ overall costs, but place more burden on businesses, who haven’t been heard from yet.

Giving most city employees a small pay boost comes with divvying up the work of about 100 city positions now vacant that will be left vacant. And so it went.
