Gov. Roy Cooper on Thursday, April 23, extended the N.C. stay-at-home order to May 8. After improvements in the number of COVID cases, fewer positive tests, a decreasing percentage of positive tests, fewer hospitalizations and increases in testing, tracing and availability of personal protective equipment, the state would, Cooper said, enter Phase 1 of a reopening plan for at least 2-3 weeks. Phase 2 would last 4-6 weeks. Backsliding in the data being tracked could extend the time of each phase. During Phase 1, group meetings would continue to be limited to 10 people. Both Phase 2 and Phase 3 each might bring an increase in allowable meeting size, but the April 23 plan offers no numbers for those increases – and no indication of when Phase 1 will begin. Average attendance at Forum meetings in 2019 was 52 persons. with the range of 27 persons to 108 persons.
