Charleston Carter is the first African-American Trial Court Administrator in Mecklenburg’s 26th Judicial District. He became TCA in November, after 22 years of experience in similar positions in Georgia.
A court website says the job entails “development of local rules and administrative policies to facilitate calendaring and other administrative activities, research and strategic planning, budgeting, personnel oversight, facilities management, grant procurement and administration, program development and project management.” Carter spoke from a PowerPoint that he declined to share.
The Q&A left him at a disadvantage because, as a state employee, he is not in a policymaking position. And nearly all the questions raised dealt with judicial or incarceration policy. Everybody smiled a lot, and the session ended early.
Following Carter’s presentation and Q&A, there was an open forum.
In the video below, presentations begin at minute 2:38. The Q&A followed at minute 16:56, and an open forum followed at minute 28:40.
