Nancy Carter represented District 5 on Charlotte City Council from 1999 to 2011, and has served on the Mecklenburg Soil and Water Conservation District board since 2012. She earned BA and MA degrees in French and Romance Philology from Randolph-Macon [née Woman’s] College and UNC Chapel Hill.
