Out of the rubble, broken dreams and stunted futures of the Double Oaks Apartments project are rising market-rate and subsidized apartments and homes. More than 100 people gathered this morning to officially open an apartment block in the new Brightwalk neighborhood that has been named for Sarah Stevenson.

A small sampling of the dozens of federal, state and local leaders who played a role in the project’s construction spoke. Many more were present.
