The Forum on Tuesday began its examination of the upcoming City Primary Elections on Sept. 15. The Democrats running for at-large council seats who spoke Tuesday were Raphael Basisa, Patrick Cannon, David Howard and Darrin Rankin. Next week, some of the Republican candidates for at-large seats will speak, along with candidates for some other offices.
